For this case is so easy:

Connect two phones
How it works

Enter your phone number
Enter your destination number
Click Call.

using Asterisk .NET with Asterisk Manager Interface
1. connect to Asterisk and login
2. make Action
3. create Web Service (Let any Language call it and make the Action)
