chan_dongle is a newer version. Both are functional to me except that I can send chinese SMS via asterisk

Incoming Chinese SMS is ok.

for chan_dongle, the lastest is r10.

Is there any installation procedures such that I can send and receive Chinese SMS?

    As said, I have no problem to receive Chinese SMS and then send out via email. But I am unable to send Chinese SMS directly via asterisk cli, script or web GUI. Kannel GUI can do.
