Is there anyway to limit the total trunk time?

Many mobile plans offer "FREE" minutes(OK, you actually have paid for them). After a few months, it comes up a new mobile phone... Then, you DO have unused "FREE" minutes.

My question is simple:
Is there anyway to utilize these free minutes?

I know that A2B could solve this. However, A2B is too complicated for this task.
