Some questions about VLAN

Time to implement VLAN for QoS with RB750G:

Objective:
1. IP phone and IP01 connect to RB750G directly and are within VLAN1, other PCs/router are within VLAN2. VLAN1 has better QoS.
2. VLAN1 range is 192.168.2.0/24, VLAN2 is 192.168.3.0/24.
3. PC in VLAN2 can login to IP01.

Questions:
1. How to archieve 3(communications between VLANs)?
2. Settings for IP01(permission for login ip range?)?
