1. Log in as root
2. Change the current directory to /usr/src
3. Change the current directory to /usr/src
4. Obtain the Skype for Linux (static) skype_static-2.1.0.81.tar.bz2 from the web.
5. Untar the file
tar xjvf skype_static-2.1.0.81.tar.bz2

6. Create symbolic links
ln -s skype_static-2.1.0.81 skype
ln -s /usr/src/skype /usr/share/skype
ln -s /usr/src/skype/skype /usr/bin/skype

Now you can search and install Skype in Ubuntu.

The latest skype static version in skype.com should still work

I think the latest skype static 2.2+ version is only valid for CentOS 6.0+.
For CentOS 5.x, the older release 2.1.x is preferable.

for explanation.
